Former Brazilian Minister of Development and of Foreign Affairs.

Senior lecturer at the Department of Philosophy and the General Theory of Law, University of Sao Paulo Law School, Brazil, since 1971.

In 1977 he received a post doctoral degree in International Public Jurisprudence from the University of Sao Paulo Law School, and in 1988 he became head professor of the Department of Philosophy of Law. Between 1992 and 1995 he chaired the Department of Philosophy and the General Theory of Law of the same Law School.

In the business world, in 1971 he became a member of the Administrative Board of Metal Leve S.A., and was subsequently named Vice President and finally Chairman of the Board from 1993 to 1995.

Since then, until 1998, he acted as Ambassador, Representative of the Permanent Mission of Brazil to the United Nations and to the World Trade Organization (WTO) in Geneva. In 1996 he was named Chairman of the Solution to Controversies Organ of the WTO and, in 1997, Chairman of the General Council of the WTO.
